There is another tank to replace
According to the 2007 Preliminary Design Report (PDR) the Holman Reservoir, which stores water for the Home Ave. area, "has suffered earthquake damage, has some loose sway bracing and is not quite plumb. There is also evidence of leakage at some riveted joints...this reservoir does not have adequate storage to meet fire flow requirements for this zone." (PDR, p.12)
The second least expensive alternative for this reservoir has been selected. The plan is to connect to Zone 3 and use Vancil for the area's water storage, with no new storage. (PDR, Table 4) At this time this approximately 1.2 million dollar project is not scheduled for completion until after June, 2011. (Five-Year Capital Improvement Program, p. 131 of 4/06/09 Council Packet)
